Electronic records and signature disclosure

The final text is the ESIGN Act (15 U.S.C. §7001(c)) consumer disclosure shown to signers before they view a document: consent to use electronic records, hardware and software requirements, how to withdraw consent, and how to request a paper copy. It must match the versioned disclosure text in the breezsign package (package-repo). Needs legal review before launch.
